Chapter 1 Introduction

This document describes the Food Balance Sheets (FBS) consolidation process and how it is performed within the Statistical Working System (SWS) of the Food and Agricultural Organization of the United Nations (FAO).

1.1 Food Balance Sheets data

The Food Balance Sheets provide a comprehensive overview of a country’s food supply during a given reference period. It details the sources and utilization of each food item, including primary commodities and processed products available for human consumption.

On the supply side, the total quantity of food produced domestically, combined with imports and adjusted for stock changes, determines the available supply. On the utilization side, the FBS accounts for exports, livestock feed, seed use, industrial processing (for both food and non-food purposes), storage and transportation losses, and food available for human consumption.

The per-capita availability of each food item for human consumption is derived by dividing the total quantity by the relevant population. These figures are expressed in terms of quantity and, using appropriate food composition factors, in caloric value, as well as protein and fat content.

The Food Balance Sheets are compiled annually by FAO, primarily using country-level data on food commodity production and trade. This data, along with information on seed rates, waste coefficients, stock changes, and various utilization types (including food, feed, processing, and other uses), is used to construct a supply/utilization account for each commodity in weight terms.

The food component of this account - typically derived as a balancing item - represents the total quantity of a commodity available for human consumption during the year. In addition to commodity-specific details, FAO FBS data provides estimates of total food availability by aggregating the food component of all commodities, including fishery products.

Using these values and population estimates, per-capita supplies of dietary energy, protein, and fat are calculated and expressed per day. In the FBS, production data refers exclusively to primary products, while all other elements also account for processed products, expressed in terms of their primary commodity equivalent.

1.2 Goal of the FBS consolidation process

The goal of the FBS consolidation process is consolidating and standardizing FBS data into the Statistical Working System1.

FBS data is produced by two teams:
- the Crops, Livestocks, and Food Statistics (CLFS) team of the Statistics division (ESS).
- the Fisheries and Aquaculture Statistics (NFISS) team of the Fisheries division (NFI).

The FBS consolidation process is performed within SWS using the fbs_consolidation plugin.

1.3 Summary

The structure of this document is as follows. Chapter 2 provides a detailed description of the input and output objects used by the fbs_consolidation plugin. Chapter 3 focuses on the plugin itself, explaining the purpose and functioning of its input parameters, as well as the overall workflow it follows. Finally, Chapter 4 offers practical guidance on how to execute the plugin.
